Kerala Elections: Do you remember 2006?

Brahma Prakash March 10, 2011

Anyone who intently follows the political landscape in India, Kerala, and the US, will be constantly entertained, shocked, and titillated by at least one blockbuster election in a year. In 2008 an unknown left wing Senator from Illinois ran for President and won in the US, in the summer of 2009 India gave a second term to UPA and routed the left in it’s bastions, in 2010 US went to polls battering Obama’s majority in Senate and House, and in 2012 Obama will run for President against. But 2011, like 2006 is an election where one cannot sit back and relax and be thoroughly entertained. Assembly elections in Kerala is a matter of life and death.

Because if you remember 1991-1996, and 2001-2006, and what we collectively went through as a group of helpless people with no semblance of a government, you don’t want a 2011-2017. Because on an evening in May 2001, Eliyas John of NTV, producer of then popular news programme “Aniyara”, a vocal critic of the then left front government, summarized the election results that came in, in this way:

“This programme has been a harsh critic of the Nayanar government. But tonight we feel sad that Kerala is losing another left democratic government. Because if history is any indicator, we have nothing much to hope for in the next five years”. Short and sad. But if anyone remembers the UDF reign from 2001 to 2006, you might have that sinking feeling on the night of May 13th, whichever party you voted for.

Now in case you don’t remember stuff from 5 years back, these names might ring a bell - Do you remember Nalakath Soopy? I clearly remember the Minister for Education, a person handling one of the most tricky and critical departments in Kerala, as a student activist. Soopy was a fool, to put it lightly. A senior congress minister admitted that Soopy didn’t get it, and another doubted if Soopy had seen a school veranda given the way he conducted himself in cabinet and outside. But Soopy reigned over the education sector for 4 long nightmarish years. 4 long nightmare years at the end of which A.K. Antony expressed his disgust over how minority institutions have let the people of Kerala down. A.K.Antony had to step down as Chief Minister, and Soopy went back to eating koi biriyani he made out of Kerala’s educational sector. Hightlight: “Pennum Koiyiyum” in reference to this classic painting.

Do you remember P.Sankaran? The Karunakaran loyalist who ran Health for 4 years? Do you remember how he sleep walked through Kerala’s much touted health sector with no clue what he was speaking about. Do you remember him complaining about the fact that no one listens to him anywhere. Malabar owes a lot to rest of Kerala for sending Soopy and this gentleman to Thiruvanathapuram.

Do you remember Cherkalam Abdullah? the man who replaced and was succeeded by Paloli, to run the most critical experiment in the Kerala Model. Do you remember him making egg scramble out of the People’s Plan campaign initiated by the Nayanar government and referred by Nobel winning economists as the most important experiment in any third world country? He was another lucky dude from Malabar who escaped multiple corruption charges along with P.Sankaran and T.M. Jacob because the limelight of corruption and decadence, and the opposition’s ire was monopolized by another fine gentleman from Malabar – P.K.Kunjalikutty. Now if education, health, and local self government seem unimportant to you, we should look at the Ministry of Industries.

I’m sure you remember P.K.Kunjalikutty. And unlike Soopy, Sankaran, and Abdullah, Kunjalikutty has not gone anywhere. He will be back as a deputy Chief Minister if UDF wins this election. Haha the ides of May.

So you remember Balakrishna Pillai I guess. The Minister for Transportation, and long serving minister for power. He is in Poojapura central jail. He did file a review petition, and the court said f- off.

Do you remember Kuriyartutti-Karappara? also known as T.M.Jacob’s route to join his fellow Kerala Congress man in Poojapura Jail.

Do you remember M.V.Raghavan? This gentleman spend his five long years as Minister for Co-operatives and Ports, as a long fight to win the control of Pariyaram Medical College. He did score a couple of points against arch nemesis CPM, but then he kept saying no to the vizhinjam port and then slept over it as pressure built up.

Do you remember Gowriamma? The question was less about whether Agriculture sector in Kerala will survive the monsoon, and more about will Gowriamma survive the rainy season. She is still there. Respect.

Do you remember M.A.Kuttapan? A pawn in the long squabble between the Karunakaran and Ommen Chandy groups. Thats all i remember about him.

Do you remember Kadavoor Sivadasan? The man who inherited a state without power cuts, and then totally derailed the Vision 2000 gains made by Pinarayi Vijayan as Minister for Power. Kadavoor though gained his share of notoriety by distributing pamphelts during election season to split Ezhava votes against Mercykutty Amma. He won the election, though the matter was taken up by the court. That remains his only achievement.

Do you remember K.Sudhakaran? Otherwise this video might help.

Do you remember Vakkom Purushu? The man who officiated during Ommen’s absence and was finance minister. And many of us think Veerappan was the biggest sandal wood smuggler. Then of course Andamans is not India, though cellular jail wasn’t the biggest crime that happened in Andamans.

The choice in front of the electorate in Kerala is amply clear. Have things changed in the UDF? How did the UDF perform in the opposition? Can Ramesh Chennithala frame a coherent policy and articulate it? Have you ever seen him do that – Other than say things like “..if we come to power we will bring 2 smart cities” (one in Puthupally and the other in Mavelikkara ofcourse). Cannot sum up the Ommen Chandy opposition’s performance better than this

Berly summarizes it with a classic curtain raiser,

The choice is not roundabout. It is clear. If you are voting for your caste or your religion, none of the above matters. Nor does 1991-1996 or 2001-2006. And we’ll see the clear divisions across districts with CPM carrying the southern districts and the north and madhya Keralam voting for the right. A very plausible scenario.

But if you are looking for a government which hits the right buttons with a 20 year vision for the state, which does not sell out our precious assets and our land, which has clear policies for human development and the ability to execute that on multiple fronts, which does not bow to the pressures of retrograde caste and religious organizations, which has a cabinet of people who know what they are talking about, which makes Kerala rank consistently as the best state in India – you might want to put some effort, drink some coffee, take a deep breath, and try to remember 2006. And try to remember what we went through as a group of helpless people with no semblance of a government. Because otherwise, if history is any indicator, things will fall apart and the center will not hold. 2011-2016 will be a nightmare.

Dear JK, Welcome to Bodhi

First of all Jayakrishnan, a warm welcome to Bodhi. Its good to know that you are also interested in discussing real politics and policies even after out of state. And I sincerely appreciate the interest you have shown in discussion(on my facebook wall) and accepting the invitation to continue discussion in Bodhi. Once again a hearty welcome from all of us!

Let's try to answer

Ok, lets take it down one by one. Regarding health minstry comparing Sankaran and Sreemathi, I donno much about situation in Trivandrum, but hospitals in malabar were particularly nightmares prior 2006 days, none of them had doctors and even basic amenities and PHCs didn't know why they even existed. Last 5 years has seen a drastic shift in the picture. Anyone who has seen any govt hospital will vouch to that telling situation has improved. (i won't tell its solved, but its improved for sure). Now if it was central funding, it must happen through out India right? I don't know whether the same occurred al over the nation.

Now coming to education scenario.. even ardent Muslim league supporters will not tell Sooppy did at least "an average" job. I doubt even anyone in his family will say the same. Sabotaging of the state's professional education sector was a crime which could not be reverted even after generations. It opened once and for all the state education sector to educational business mafias and still they continue to rule. Has to admit this govt also did not win against their might. The rule set by govt to control these institutions were one of the best of its kind, but it was cancelled by court. And govt had only the option to negotiate before these bigwigs because of the numerous court orders obtained. But what about the changes made in primary education sector? Are we too blind to see the fact that critical pedagogy is transforming our classrooms? if so just read Its the much criticized DPEP. Just take a moment to think about our own educational experiences in our childhood. (I sincerely miss not being in such a curriculum. It may not have taken all these years for me to reach here). And about " university-kaley kattu mudikkuka" can you please explain? I have been working in education sector for last 6-7 years and I have been working close with universities and was member of many university bodies and panels. Was it something I failed to notice, if so please explain. If your point was about the nominating of govt representatives to uni. senate that rule was not made by M A Baby but by Sooppy in 2001 to take control of univrsity syndicates. Now Calicut University had a govt nominee in 2002 as an IT expert, some rice merchant of Parappanangaadi, whose expertise in IT was education to 7th std and he had a computer(in 2001, that may be the only one in parappanangadi) in his wholesale rice shop. Of course, M A Baby was not keen in amending the same rule but I am sure any one nominated by the state cabinet was better than "IT expert" Moosa Haji (I don't exactly remember his name).

Rather how many communal riots, farmer suicides, poverty deaths have we seen in this last 5 years. just try to draw a comparison with previous 5 years. What about the improvement in the case of public sector companies? Previous govt has marked many PSU s as non profitable and was about to sell them. In 2009 all the same PSUs together contributed 2.4 Billion profit and staggering 325% increase in four yeras.

To add one more from a buzz of a friend about the food security system

I can't certify the authenticity coz I don't know the scenario after 2009. But let me add, it was never a perfect system and it had its short comings and we have done is just drawing a comparison.

I agree that the changes that

I agree that the changes that are happening at the primary education sector are revolutionary and highly appreciable. there is no doubt about that. but that is not the achievement of any minister or leader, but rather the much side lined political think tanks of the movement. what has mr Baby done to improve the higher education in kerala? churning out more and more jobless engineering graduates through private engineering colleges, while doing nothing much improve the basic science and research sectors, which is what universities should do. why is there not an IISc in Kerala, when u'll always find a disproportionately high representation of malayalis in most such institutions all over the country? how many communal riots have happened in the history of kerala as such? very few. that is not the achievement of any party/govt; it is because we r a bunch of peace loving people. i'm not going further into that topic. its stepping into danger zones... now about farmer suicides... its not farmer suicides, but family suicides and the general high levels of suicides that are a problem to our state. they are more of a social phenomena, less amenable to political interventions. don't worry, we still lead the country in those figures. poverty deaths.. they still happen in the isolated tribal settlements in our state. the only person who had some interest in them was Mr Achyuthanandan. Unfortunately he doesn't have any time to look into those things these days and hence, we don't hear about it. pinney, 2 ruupaykku ari koduthathu kondu, free health insurance koduthathu kondo oru janathayudey unnamanam undaakum ennu pratheekshikkunnu enkil athu verum mithya bodham aanu. bhiksha nalkunnathu poley aanu. 8 rupayudey ari vaangan avaney praapthan aakkanam. athaanu achievement. athinu kazhinjittundo ee govt-inu? 'nokki ninnu kuli vangaan' alla, pani-yeduthu kuli vangan ulla avasarangal aanu govt undakki kodukkendathu!

Lets not blind ourselves

Dear Jk, its indeed good that you acknowledge the changes happening in public education sector.

Do we want to give that state back to people who can't tolerate teaching humanity first? Is it time to forget the atrocities created in the state over the chapter "mathamillaatha jeevan" and the killing of a poor school teacher? Of course the achievements may not belong to a single M A Baby, and its a product of political think tanks. But what happens to any think tanks in a UDF rule? The matter that LDF steps out to implement them itself makes it differ from UDF. "churning out more and more jobless engineering graduates through private engineering colleges" may be a bit of over estimation. Because these pvt engg colleges were allotted frantically during the previous UDF rule. The option of shutting them was never before the govt (nor any govt). BTW its not all jobless engineering graduates. As a person who has worked in the same sector for more than five years and again as a placement officer for four years let me tell you the "more and more jobless engineering graduates" is indeed one of your misconceptions. The supply actually never meets the demand. In any average engineering college of the state, given a student passes out with fairly good percentage, chance to get placed within one year is almost 90%. I can't help with the crowd reluctant to give a honest try or dropping out or rather getting supplies after supplies. Of course, the blame for that should be with the mindset of Kerala who looks down at science education and has developed a blind affection towards professional education, which forces the parents to send their child to engg colleges even though the child lacks attitude and interest. Let us spare the minister in this case. About improving the basic science and research, its a much broader topic. Pointing finger at the minister is a totally blind act in this. Again relying on my personal experiences as member of many academic bodies of CUSAT, let me tell you the lack of competence in science and research in our state owes a lot to incompetency of people in the departments. Either people stop research after reaching there or sub standard people reach there. Not blinding the facts that few of them are doing good job. And as you said, improve the basic science and research sectors, is what universities should do. And universities are independent in these kind of matters including decision making. If the quality is going low in that, majority of the problem lies on the shoulders of people working there and I sincerely doubt what any education minister can do in that. Now talking about IISc, it is an institution with more than 100 years of heritage and it would have been built in Trivandrum, but there were reasons for that being shifted to Bangalore in those days (again these are not authentic information). Now, we do have such an institution in the state, the Indian Institute of Science, Engineering and Research (IISER) at Trivandrum. Seeing its beginning phase and after interacting with people there I sincerely feel its an IISc in the making. But let the time decide. Now its a central govt institute, just like IISc. But if you have a chat with people there, they will recall the fact that they have only received whole hearted support from Kerala's educational minister. Again, the question of declining standards of science and research in Kerala is much broader topic beyond our present discussion. Neither Baby nor the great Sooppy is going to be a quick fix solution for that.

Speaking about communal riots, yes I take your points. We had only fewer riots. But why do these riots happen when UDF is in power and absent when LDF rules. We don't need to look long back in memory. Just recall Poonthura and Maarad.

I beg to differ in case of farmer suicides. It needs a blind eye to say that this government did nothing to reform the scene. The farmer suicides were indeed a phenomenon in last UDF period. The first thing LDF govt did was to write off the debts and measurements were take against auction of land. Have a look at facts about this.

Now why is rice for Rs.2/- some thing to be looked down? Remember the good old days when all the rice and necessary things were supplied through the ration shops. The statutory rationing system of Kerala was a model for entire nation and it was praised by all national agencies and studies. This system was sabotaged when BJP ruled the centre by cutting the supply of materials by centre. Their argument was food security of nation was not the job of central govt and let the state find its resources. In a consumer state, when even the central quota of food supply is denied, when the state govt goes to the extreme end to supply rice at a minimum rate for all families under BPL, does it make a sorry figure? If so I am with the govt's sorry figure.

About the job scenario, (this was explained in earlier reply). During 2001-06 period, 30 PSUs were marked as non-profitable and was advised to be shut down by UDF govt. The same 30 PSUs combined with others registered a profit of 2.4 Billion. The link for the same is provided in earlier reply for verification. Doesn't that make "paniyeduthu kuli vangan ulla avasarangal"? Also the improvement in the field of IT. The six IT parks started all over Kerala in addition to Smart city. Still doesn't that count?

Of course, I am not putting the argument that it was a perfect governance. It had its share of short comings, which happens in any democratic system. Now, even if you don't give that consideration an honest validation of facts will tell that, in comparison with the present ministry, the UDF rule of 2001-06 did not even stand a chance.
